Staff Sergeant Balmoral was a Ranger from the 3rd Platoon, Cazador Company, 4th Ranger Battalion.

He is mentioned in two notes which can be found in duffle bags near a campfire on a ledge straight north of and close to the wastewater treatment plant.[1]
In the first note, he commented that the Divide's hostile terrains and radiation made it an unsuitable route for bringing troops to Hoover Dam. In the second note, he learned of a large Legion presence in the Divide and planned to ambush them.
