Add city and time zone to the select list on iPad

I have iPad 10th generation I would like to add to the select list on my iPad San Antonio Texas and their time zone I live in California and they live in Texas and I would like to add it to the widget on the lock screen how do I do

Presumably you refer to adding and configuring a Clock Widget to your Lock screen.
