After your comment Profet93, I looked the deck over and decided to make a few updates:

Volatile Fault replaced Field of Ruin - Cheaper activation cost & creates a treasure. Demolition Field could also work in this slot.

Reconnaissance replaced Oketra's Monument - I've played Reconnaissance for almost 2 years in my Isshin deck, and previously in my Alesha, Who Smiles at Death deck, so am familiar with how great it can be for aggro strats. I realized most of my White creatures in deck are already fairly inexpensive, and the Warrior token isn't really all that necessary, given Burako's type flexibility.

Soul Partition replaced Vanishing Verse - I've been really enjoying Soul Partition in the games I've played it. Offers a lot more flexibility than Vanishing Verse as a removal or protection option.

Tymna the Weaver replaced Tenacious Underdog - This slot could change around a bit more, but I figured the repeated draw would be less clunky than paying 4 for Underdog's Blitz cost, and works a bit better now that Reconnaissance is in the deck.

Emergence Zone replaced Temple of Silence - More flexibility to mostly play creatures at instant speed if needed, and draw with Folk Hero.

Since your deck is a fast one, consider running lands that don't enter the battlefield tapped:
- Bloodfell Caves -> Sulfurous Springs
- Wind-Scarred Crag -> Battlefield Forge
- Scoured Barrens -> Caves of Koilos
- Evolving Wilds -> Smoldering Marsh
- Thriving Bluff -> Foreboding Ruins
- Thriving Heath -> Furycalm Snarl
- Thriving Moor -> Shineshadow Snarl
- Black Dragon Gate -> Dragonskull Summit
- Citadel Gate -> Clifftop Retreat
- Cliffgate -> Ash Barrens
You might also want to run some utility lands:
- Temple of Malice -> Bojuka Bog (good against graveyard decks)
- Temple of Triumph -> Axgard Armory (tutor on a land)
- Temple of Silence -> Sejiri Shelter Flip (protection spell that can be played as a land)
- Temple of the False God -> Rogue's Passage (free evasion)
- Mountain -> Sunhome, Fortress of the Legion (double strike on demand)
- Swamp -> Buried Ruin (recursion)
Also, since speed is the name of the game for Voltron decks, consider those swaps in your ramp package:

COMMENTS: Deck feels powerful, but one dimensional in that it's just trying to pump out big dumb creatures asap; kinda cool. I've played 3-4 times with the current iteration and I'm looking to speed the deck up a little bit; lands coming in tapped, not quite enough draw, and too many non-artifact creatures being the two major areas of focus. I've actually reduced the amount of creatures with this round of changes so I need to check that this is OK.
Lands probably need more work, still too many tapped lands by far. Scholar of New horisons is fine, just doesn't fit in the deck, same with Tawnos (who likely needs his own deck, but I have done a few cool things with him). Tempered Steel, Indomitably Archangel and Ethersworn Adjudicator were hard cuts. But I've added removal, ramp in so I want to see if that's better. Tempered Steel with the thopters was particularly good and may get added in.

Hey, good upgrades to the precon, what you've done so far.
How do you want to win? Determining the main strategy you want to play can help to keep good cards for that strategy and cut unnecessary cards. If you're wanting to keep precon level budget then doing combat damage with Constructs and Commander damage with Urza are directions to consider. Research Thief and Bident of Thassa are excellent budget cards if you want to be attacking with Constructs. Making Urza an artifact makes him a reliable source of Commander damage, but this means including effects to make Urza an artifact.
You have Urza, Lord High Artificer, he's a combo wincon, but to use him as a wincon you'll want to add other cards and more ways to assemble the combo. Drawing cards from Constructs doing combat damage to opponents is a good alternative to playing expensive price tutors to get combo pieces in your hand.
You have Tezzeret, Master of the Bridge, you don't really need Mycosynth Golem especially not for it's price tag. You don't need this Tezzeret either, but if you have it might as well play it. The first cuts to consider are lands since 41 lands is a lot when the strategy here are artifacts. Consider cutting 6 lands? Lands that always ETB tapped and are worse then others that also do this. If you feel you need more mana then add mana sources (rocks, dorks) not lands.

The Bounce lands and Scry lands are worse always ETB tapped lands then Tri lands, Bridges, etc.
Some advice for more cuts is choose the top 20 creatures here, top 10 artifacts and top 10 other nonland cards. By choosing the best cards then you can cut a huge chunk away of lesser cards.

For upgrading it's easier to get an established list that's not 99 cards then have a list that's way over 99 cards. Really any 0-3 drop artifact creature who can make some value to take advantage of Urza artifact creature affinity or any 0-2 drop mana rock for more ramp can fill unfilled deck spots.

I'm going to add a Pristine Talisman , Ajani's Welcome , Temple of Silence, Archivist of Oghma. I'm going to take out some of the bigger CMC creatures. I also need to find some good card draw I think, not sure.

Hey, nice version on a low budget. You have good deck building skills on a budget.
Consider Talisman of Hierarchy as 99th card or an upgrade for a Diamond? Orzhov Signet is another mana rock upgrade for a Diamond. Commander's Sphere is upgrade for Cluestone. Angelic Accord is an Angel token source upgrade for Moonsilver.
Sigarda's Vanguard gives Liesa double strike when she ETB and when she attacks. Karmic Guide can reanimate any creature in your graveyard even a black creature. Emeria Shepherd is powerful repeatable nonland permanent reanimation when playing so many Plains. Pair Shepherd with Wayfarer's Bauble.
Liesa, Forgotten Archangel has lifelink, can shut down some opponent strategies and can be repeatable creature recursion. She's good enough to add some creatures who can sac themselves for value especially removal and protection such as Cathar Commando and Selfless Spirit.
Angel of Despair is powerful ETB removal. Angel of Sanctions exiles something when it ETB. Admonition Angel can be repeatable exile. Palace Jailer is more monarch as well as opponent creature exile. Vindicate and Dire Tactics are some budget removal upgrades to consider.
Caves of Koilos, Shineshadow Snarl, Shambling Vent, Temple of Silence, Vault of the Archangel are some budget land upgrades to consider.

For budget sacrifice options, I would recommend Grafted Wargear and Culling Dais.
The Wargear allows you to attack with any of your creatures blindly, as they will either hurt your opponent, die getting blocked, or die after you re-equip the armor to someone else.
Culling Dais is slow but another cheap draw mechanic.
As options to maximize efficiency, cards in your graveyard could become fodder with Beckon Apparition or Rise from the Grave.
If you want to add more White to the deck, you could consider Soul Tithe and Celestial Flare. Both are protections while you decide what terms your creatures die on.
Some budget orzhov lands you could add are Temple of Silence, Scoured Barrens, and Orzhov Guildgate.
