For your strategy, I'd focus on either infect or +1/+1 counters since the list seems to be a bit "busy" with too much going on. Once you choose which way you'd like to take the deck, we can further tweak - proliferation will still be central to your overall plan.

Here are some suggestions by color that you might want to consider adding to your mainboard:

I think you can get away with swapping out removing some counter spells as it seems a bit overkill - Cancel, Dispel, Envelop, Negate, and Nullify could probably come out in favor of Fierce Guardianship, Mana Drain, and Swan Song (the others could just be cut).

For your land base, I'd work the following lands in to help with your color wheel:

Fetch Lands: Flooded Strand, Misty Rainforest, Windswept Heath

Filter Lands: Flooded Grove, Mystic Gate, Wooded Bastion

Pathways Lands: Barkchannel Pathway  Flip, Branchloft Pathway  Flip, Hengegate Pathway  Flip

Shock Lands: Breeding Pool, Hallowed Fountain, Temple Garden

Tri-Cycle Land: Spara's Headquarters

True Duals: Savannah, Tropical Island, Tundra

For mana rocks, I prefer the talismans over the signets:

Talisman of Curiosity, Talisman of Progress, Talisman of Unity

I think your Kros, Defense Contractor list is in a good spot, it just needs to be a little more focused.

Hey man! As someone who's brewed this one alot, I'm telling you right now you need waaay more mana rocks. Literally like 10+ rocks, plus a few rituals. The fact that they also generate a token is incredible in practice. Here's a list of the ones I'd include on top of what you already have: Fellwar Stone, Talisman of Progress, Izzet Signet, Boros Signet, Azorius Signet, Springleaf Drum, Jeweled Amulet, Lotus Petal, Pyretic Ritual, Desperate Ritual, Seething Song & Battle Hymn.

Also just so you know, Mystical Tutor, Personal Tutor, Enlightened Tutor & Gamble are all super cheap right now due to recent reprints! Gotta get it while the getting is good, ya know?

A great combo here is Isochron Scepter + Dramatic Reversal, it generates infinite Spirit tokens on top of just being great individual utility pieces for the build outside of the combo!

Lots of great, cheap synergy pieces like Wild Research, Kindred Discovery, Opposition, Vicious Shadows, etc...

with a 6 cmc commander I would def recommend more ramp and mana rocks. at least 5 mana rocks would probably be good. I recommend Talisman of Progress and Talisman of Dominance and Fellwar Stone and Arcane Signet.

I'm at work, so I can't do a thoroughly search for you, but I believe you might get inspiration from Nekusar, the Mindrazer decks. His most effective builds are Windfall-like cards plus Megrim/Underworld Dreams effects with Waste Not out.

Also, run all 2-cmc untapped ramp you can get your hands on: it'll make your deck run smoothly as butter. Azorius Signet, Orzhov Signet, Talisman of Progress, Talisman of Hierarchy, Fellwar Stone.

If you're interested, I can give you more comprehensive advice once I get home. Your build might benefit from some tweaks.

I would recommend running a lot more draw engines... fortunately there's a LOT of budget(ish) friendly options in these colors.

Reconnaissance Mission, Bident of Thassa, and Coastal Piracy are some of your best options here. Skullclamp, Court of Grace, Plumb the Forbidden, Tocasia's Welcome, and Mystic Remora are all options that fit your theme. A few creatures that draw cards but are outside your tribe worth considering include Starscream, Power Hungry  Flip, Aerial Extortionist, and Welcoming Vampire.

I would also recommend making room for Azorius Signet, Talisman of Dominance, Talisman of Hierarchy, Talisman of Progress, Arcane Signet, and Fellwar Stone.

Major update!

The deck has been running well when I draw the right cards, but stalls out or is clunky when I don't draw good cards. I think the best starting point to smooth the deck out is by reducing the amount of counterspells to open up room for smoother mana (in the form of mana rocks), spells that asymmetrically counteract something but benefit me, and some stronger walls that - although will cost more - will have better payoffs. That all being said, here's the ins/outs.

Out: An Offer You Can't Refuse... Wall of Vines... Stoneskin... Wall of Resistance... Treefolk Umbra... Mana Leak... Bane's Contingency... Wall of Stolen Identity... Vedalken Orrery... Wall of Ice... Render Silent

In: Heroic Intervention... Fog Bank... Snake Umbra... Wingmantle Chaplain... Brave the Sands... Talisman of Curiosity... Talisman of Unity... Talisman of Progress... Wall of Nets... Eerie Interlude... Champion's Helm

A lot of card swaps which we'll test out. Some may get reversed back in. That's the fun of developing a deck over time!

This looks like fun but it also looks a bit (too) slow as most cards in your deck have an average CMC of 5+ and it will take on average five turns to summon your commander in order to cheat your creatures into play. I think there are ways to keep your deck budget, while still increasing its speed. First off, I think adding the talismans (Talisman of Dominance, Talisman of Hierarchy, Talisman of Progress) would help.

Second, a few cheap scrying/draw resources like Portent, Esper Charm, Index, Telling Time, Otherworldly Gaze, Opt, Dream Cache, Serum Visions and Sphinx's Revelation can really help you find the cards you need a bit quicker.
